On 9 October the Press Office of the Central Government held a press conference at which officials of the National Development Commission and the Ministry of Finance presented the first year of the 2026–2030 plan and took questions from journalists.
On 8 October the Premier chaired an executive meeting of the Central Government to plan energy supply and people's livelihoods through the coming winter and spring. The meeting called the warm housing of the people the most urgent livelihood task of the moment and demanded steady supplies of coal, natural gas and electricity.
On 7 October the President of Hulian met the heads of the provincial-level divisions attending the Conference of Heads of Provincial-level Divisions in Wenzhou and delivered an important speech, stressing that unified central leadership must be combined with autonomous local development in order to uphold national unity and long-term stability.
Data released by the National Development Commission on 6 October show that the economy ran broadly stable through the first three quarters of the opening year of the 2026–2030 plan, with gross regional product up 5.2 per cent year on year and positive progress in structural adjustment and the shift in growth drivers.
A plenary session of the Hulian People’s Assembly voted on 4 October to adopt the Regulation on Grain Security, which takes effect on 1 January 2027. It establishes a two-tier central and provincial reserve system, sets a floor for staple-crop acreage and creates a grain security monitoring and early-warning mechanism.
On 30 September the Press Office of the Central Government released the White Paper on Ecological and Environmental Protection, setting out improvements in environmental quality, institution-building and international cooperation since the 2021–2025 plan.
On 29 September the Hulian People’s Assembly held group deliberations on the Central Government's report on implementation of the Data and Information Security Regulation, with members recommending a more detailed catalogue of important data and tighter supervision of cross-border data flows.
The Office of the Central Government has issued a notice launching a special inspection of open-government work. Running in three batches from October, it focuses on implementation of proactive disclosure catalogues, handling of disclosure-on-request applications and the operation of open-government platforms.
On 25 September the National Development Commission published the Statistical Communiqué on Economic and Social Development for 2025, showing gross regional product of HLY 41.6 trillion, up 5.3 per cent on the previous year.
The Ministry of Finance has released HLY 980 billion in fourth-quarter transfer payments to local governments, directed mainly at basic livelihood, payroll and operating needs at grassroots level, post-disaster reconstruction and winter energy supply.
The Guangdong Port Authority said on 23 September that cargo throughput in the first eight months of the year reached 290 million tonnes, up 11.2 per cent year on year, with container throughput up 8.9 per cent — both records for the period.
On 19 September the Ministry of Foreign Affairs held a briefing for Chinese and foreign media on the President of Hulian’s attendance at the Asia-Europe Cooperation Organisation summit. The President will attend the summit and pay state visits to three countries from 24 to 27 September.
The Ministry of Transport and Communications announced on 18 September that the Beijing–Harbin high-speed railway is now open along its full length. The 864-kilometre line is designed for 350 km/h and cuts the fastest journey time from ten hours twenty minutes to three hours forty-six minutes.
On 15 September the Ministry of Education named the second batch of pilot areas for compulsory-education teaching reform — thirty-one counties, cities and districts for a three-year trial focusing on homework design, classroom teaching and after-school services.
The Health Commission has issued a notice on preventing infectious diseases in autumn and winter, requiring stronger monitoring and early warning for influenza and other respiratory infections, vaccination of priority groups, and readiness of paediatric and respiratory outpatient services.
The Sichuan agriculture department said on 30 July that the province has built twenty-six smart-agriculture demonstration parks covering 120,000 mu. Integrated water and fertiliser systems have cut water use by 32 per cent and fertiliser use by 21 per cent on average, while yields per mu have risen 9.4 per cent.
On 16 July the Wei River water control project in Shaanxi Province was formally impounded. With a total capacity of 1.26 billion cubic metres, it will irrigate 870,000 mu and improve drinking water for 400,000 rural residents along its route.
Yunnan announced on 5 June that its first certified forestry carbon-sink transaction has been completed, covering 120,000 tonnes of carbon dioxide equivalent for HLY 6 million, an average of HLY 50 per tonne.
