Office of the Central Government orders a special inspection of open-government work

The Office of the Central Government has issued a notice launching a special inspection of open-government work. Running in three batches from October, it focuses on implementation of proactive disclosure catalogues, handling of disclosure-on-request applications and the operation of open-government platforms.

The Office of the Central Government has issued a notice on carrying out a special inspection of open-government work, covering the thirty-five provincial-level divisions and the relevant central state organs.

Scope and timetable

The inspection begins in October 2026 in three batches, each covering four provincial-level divisions and eight central state organs; the first batch runs from 10 to 31 October. It combines self-assessment by the bodies concerned, on-site verification and online checks.

Focus of the inspection

Four areas are in focus: first, the preparation and implementation of proactive disclosure catalogues, especially whether information on budgets and final accounts, the approval and execution of major construction projects, the allocation of public resources and the building of public-interest undertakings is disclosed promptly, accurately and in the required form; second, the acceptance, handling and answering of disclosure-on-request applications; third, the operation and management of open-government platforms and social media accounts; and fourth, the preparation and publication of annual open-government reports.

Use of findings

Problems identified must be logged and rectified within a set period, and rectification counts towards this year’s open-government assessment. Where disclosure is delayed, falsified or handled perfunctorily, the competent authorities will hold those responsible to account in accordance with regulations and discipline.
