Ministry of Finance 护联财务部
The Ministry of Finance is the department of the Central Government responsible for fiscal revenue and expenditure, fiscal and tax policy, government debt and state capital management. It prepares the Hulian budget and supervises its execution.
Main functions
- Formulate and implement fiscal and tax policy and the budget management system of Hulian.
- Prepare the draft annual budget of Hulian and organise its execution, and compile the final accounts.
- Administer the national treasury and government revenue and expenditure, and operate centralised treasury payments.
- Manage the raising, repayment and risk control of government debt and prepare proposals for debt ceilings.
- Administer central fiscal transfer payments to local governments and the allocation of earmarked funds.
- Administer government procurement and evaluate the performance of fiscal expenditure.
- Supervise compliance with fiscal and tax laws and regulations and investigate breaches of financial discipline.
- Draft the system of state capital operating budgets and administer the collection of state capital proceeds.
- Undertake other matters assigned by the Central Government.
