Ministry of Foreign Affairs 护联外交部

The Ministry of Foreign Affairs is the department of the Central Government responsible for external affairs. It formulates and implements the foreign policy of Hulian, conducts relations abroad on behalf of Hulian and safeguards its sovereignty, security and development interests.

Main functions

  1. Formulate the foreign policy of Hulian and organise its implementation, and submit proposals to the Central Government on major diplomatic matters.
  2. Negotiate on behalf of Hulian with foreign governments and international organisations, conclude treaties and agreements, and administer treaty and legal affairs.
  3. Manage the external relations of Hulian and direct the work of its embassies, consulates and permanent missions to international organisations.
  4. Administer consular affairs and protect the lawful rights and interests of citizens and legal persons of Hulian abroad.
  5. Coordinate the participation of Hulian in international organisations and multilateral mechanisms.
  6. Handle protocol and arrangements for visits abroad by the leadership of Hulian and for visits by foreign leaders.
  7. Administer the establishment, modification and day-to-day operation of foreign diplomatic missions in Hulian.
  8. Conduct external information work and public diplomacy, and administer resident foreign news organisations and correspondents.
  9. Undertake other matters assigned by the Central Government.
