Department of Government Efficiency 护联政府效率部
The Department of Government Efficiency is the department of the Central Government responsible for the transformation of government functions and the efficiency of government operations. It advances administrative approval reform, the improvement of government services and performance management, and works with the Xinghua People’s United Association (the Xinghua Association) in reviewing the lawfulness, fairness and democratic character of government work.
Main functions
- Draft policies on the transformation of government functions and institutional reform and organise their implementation, so as to raise the efficiency of government operations.
- Coordinate the reform of the administrative approval system, reduce the number of administrative licensing items and streamline approval procedures and processing times.
- Advance the standardisation, regularisation and convenience of government services, and guide the development and operation of the integrated government service platform.
- Together with the Xinghua Association, review the lawfulness, fairness and democratic character of government work, handle the resulting opinions and press for rectification.
- Administer government performance management and effectiveness assessment, and establish a system for evaluating and reporting on the performance of administrative organs.
- Advance government data sharing and the redesign of administrative processes in support of coordinated handling of matters across departments and regions.
- Guide efficiency building in local governments at all levels and organise special inspections and on-site verification.
- Conduct international cooperation and exchanges on government efficiency and follow research on government reform practice abroad.
- Undertake other matters assigned by the Central Government.
