The Ministry of Transport and Communications is the department of the Central Government responsible for the integrated transport system and for postal services, telecommunications and radio spectrum management.
Main functions
- Draft strategies, plans and policies for integrated transport and organise their implementation.
- Administer the rail, road, water and civil aviation sectors and coordinate transport operations.
- Supervise the construction and maintenance of road and waterway infrastructure.
- Administer universal postal services and the express delivery market and supervise service quality.
- Issue telecommunications licences and supervise the telecommunications market and service quality.
- Exercise unified management of radio frequencies and radio stations.
- Organise major and emergency transport support, including transport for emergency rescue and relief.
- Guide the transport departments of the provincial-level divisions.
- Undertake other matters assigned by the Central Government.
