Hulian’s system of government is known as “two parties and one council”: the Hulian Republican Party and the Hulian Democratic Party are the two parties officially recognised and authorised by the Government and carry state-level administrative responsibilities under the law, while the Xinghua People’s Union Association is a supervisory council independent of the Hulian Government.

Two parties and one council

The Hulian Republican Party and the Hulian Democratic Party hold governmental management authority and state-level administrative powers, and each discharges its duties under the Constitution and the laws. The Xinghua Council stands independent of the Government and reviews the lawfulness, fairness and democratic character of the Government’s work. Together the three form Hulian’s constitutional landscape.

The Hulian Republican Party is one of the two parties officially recognised and authorised by the Hulian Government and is currently the governing party of the Central Government. Under Hulian constitutional practice, the chairman of the Party who is elected President of Hulian leads the Central Government and bears the duties of head of state and head of government. Its current chairman, Huang Ziyi, took office as President of Hulian on 20 March 2023 and also presides over the Party’s work.

The Hulian Democratic Party is one of the two parties officially recognised and authorised by the Hulian Government. Under Hulian law it holds governmental management authority and state-level administrative powers on a par with the Republican Party, takes part in consultation and decision-making on major national matters, and discharges corresponding duties in the People’s Assembly and at every level of government. Its current chairman, Huang Yuzhe, took office in March 2024.

Supervisory council

Xinghua Council Xinghua People’s Union Association

The Xinghua People’s Union Association — the Xinghua Council for short — is a supervisory council independent of the Hulian Government. It is not subordinate to any component department of the Central Government and reviews the lawfulness, fairness and democratic character of the Government’s work.

Cooperation

The Xinghua Council maintains a review-cooperation mechanism with the Hulian Department of Government Efficiency, jointly assessing the reform of administrative approval, the efficiency of government operations and the improvement of government services, with the conclusions published to the public. The chairman is appointed by the Council’s general committee: after Huang Kexin resigned the chairmanship of her own accord, the general committee appointed Huang Shuxian, Minister of Finance of Hulian, to succeed her with effect from 20 September 2025.

President of Hulian

The President of Hulian (abbreviated HL-P) is Hulian’s head of state and head of government. The office was established by the Hulian Constitution adopted in 2007 and exercises the executive power conferred by the Constitution. The incumbent is Huang Ziyi, who took office on 20 March 2023 and also chairs the Hulian Republican Party.

The Hulian Civil Service Act, in force since 2010, provides that the President serves a three-year term and may be re-elected, provided that the total period in office does not exceed nine years; a person who has served as President, or discharged the duties of President, for more than two years may not subsequently be elected President more than once.
