The Hulian People’s Assembly is the highest organ of state power in Hulian. It is composed of deputies elected by the provincial-level divisions in accordance with the law and sits for a term of five years. It exercises Hulian legislative power, deliberates and approves the plans for national economic and social development, the Hulian budget and the reports on its execution, and supervises the work of the Central Government, the Supreme People's Court and the Supreme People's Procuratorate.

The President of Hulian is elected by the Hulian People’s Assembly and represents Hulian. On the decisions of the Assembly the President promulgates laws, appoints and removes members of the Central Government, confers Hulian honorary titles and represents Hulian in external relations. The Central Government is the highest organ of state administration, composed of the Premier, the Vice-Premiers and the ministers; it applies the principle of the Premier's responsibility and exercises unified leadership over the ministries and over the administrative organs of the provincial-level divisions.

The Supreme People's Court exercises judicial power and the Supreme People's Procuratorate exercises legal supervision; both are elected by and answerable to the Hulian People’s Assembly. The Hulian Supervisory Commission exercises supervisory power, conducting supervisory investigations into the performance of duty, the exercise of public power and the integrity of Hulian public officials. Within the powers conferred by the Constitution and the laws, each provincial-level division organises its own legislative and administrative organs.
