The Ministry of Finance has released HLY 980 billion of central-to-local transfer payments for the fourth quarter of 2026. Together with the HLY 3.22 trillion already issued, transfers for the year total HLY 4.2 trillion, 7 per cent more than last year.
Where the money goes
The funds are directed to three ends: safeguarding grassroots spending on basic livelihoods, payroll and operations; supporting post-disaster recovery in the provincial-level divisions hit by summer flooding; and securing energy supply and urban and rural heating through the winter and spring.
Management requirements
Provincial-level divisions must break the funds down into specific projects within thirty days of receipt, and misappropriation or fictitious expenditure is prohibited. Provincial finance departments must keep a ledger of use, report spending progress to the Ministry monthly, and explain any significant delay.
