In his speech the President noted that Hulian is a unified multi-ethnic state built jointly by all its peoples. The provincial-level divisions share fundamental interests in common while each has its own resource endowment and conditions for development; the two must be better combined within the framework of the Constitution and the laws.

Background
The Conference of Heads of Provincial-level Divisions is held once a year and organised by the Ministry of the Interior; its main purposes are to communicate major decisions of the central government and to coordinate cooperation between provincial-level divisions. This year’s conference ran from 6 to 9 October in Wenzhou.
