Decision of the Central Government on Several Issues Concerning the Coordinated Development of the Provincial-level Divisions

I. Overall Requirements

Guided by unified Hulian planning and focusing on industrial cooperation, connected infrastructure, joint ecological protection and shared public services, the aim is that within five to ten years the gap between provincial-level divisions in per capita regional GDP will narrow markedly, that basic public services in less developed provincial-level divisions will reach the Hulian average, and that population loss in border provincial-level divisions will be effectively curbed.

II. Key Measures

A special Hulian fund for coordinated regional development shall be established, and central fiscal transfers to less developed provincial-level divisions shall grow by no less than 8 per cent a year on average. An inter-provincial mechanism for sharing the benefits of industrial relocation shall be created, under which the transferring and receiving provincial-level divisions share tax revenue, statistical attribution and land-use quotas in proportion. Two-way secondments of officials and expertise and paired assistance between less developed and developed provincial-level divisions shall be supported.

III. Organisation and Implementation

The Central Government shall establish a deliberative and coordinating mechanism for coordinated regional development, chaired by a responsible official of the Central Government and attended by the people's governments of the provincial-level divisions and the relevant Hulian departments. It shall meet in plenary at least once a year to resolve major cross-provincial issues and to review the allocation of the special fund.
