I. Overall Requirements
Putting the people first and aiming for one-stop online service, this document seeks to make central government service items standardised, well-regulated and convenient. The goal is that by the end of 2028 more than 90 per cent of high-frequency items will be handled online from start to finish and be accessible across provincial-level divisions, with average processing times cut by one third from present levels.
II. Main Tasks
Central government service items shall be comprehensively reviewed and a unified list of items and service guides compiled. Supporting documents that can be obtained through information sharing between departments shall be abolished, and any newly introduced certification requirement shall undergo a legality review. Electronic licences and electronic seals shall be mutually recognised across provincial-level divisions so that the same material need be submitted only once and can be reused by several authorities.
III. Safeguards
The departments concerned shall publish their lists of service items and processing times before the end of June 2026, and no applicant may be required to provide material that does not appear on the list. The General Office of the Central Government will conduct dedicated inspections from time to time and will circulate notices about poor implementation and set deadlines for rectification.
