Chapter I — Foundations and Overall Requirements
Since the 2021–2025 plan was implemented, Hulian's economy has grown steadily, its industrial structure has continued to improve, its infrastructure network has essentially taken shape and the development gap between the thirty-five provincial-level divisions has gradually narrowed. At the same time, notable problems remain: reliance on external sources for core technologies in key fields, the difficulty of transforming resource-based industries in certain provincial-level divisions, and rising pressure from an ageing population.
Chapter II — Main Objectives
By 2030 Hulian's economy is to keep growing at an average annual rate of about 4.5 per cent, overall labour productivity is to rise markedly, energy consumption and carbon dioxide emissions per unit of GDP are to fall by 13.5 per cent and 18 per cent respectively, growth in per capita disposable income is to keep pace with economic growth, and equal access to basic public services is to improve markedly.
Chapter III — Key Tasks
The Plan calls for accelerating the building of a unified Hulian market and removing institutional obstacles to the free flow of production factors; carrying out projects to rebuild the industrial base and to make breakthroughs in major technical equipment; advancing cross-provincial energy corridors based on the north-to-south power transmission and west-to-east gas transmission trunk lines; and implementing urban renewal and rural development programmes so that standards for basic public services are harmonised across the provincial-level divisions.
Chapter IV — Implementation Safeguards
The people's governments of the provincial-level divisions and the departments of Hulian shall break down and deliver the main indicators and key tasks set by the Plan and shall incorporate their implementation into annual performance review. The Hulian development and reform department is responsible for overall coordination and shall conduct a mid-term evaluation of the Plan's implementation, reporting the results to the Hulian People’s Assembly and making them public.
