Implementation Opinions of the Hulian Ministry of Education on Promoting Balanced and High-Quality Basic Education

I. Overall Objectives

By 2030 the consolidation rate of compulsory education in Hulian is to remain above 99 per cent, the gaps in school conditions and teaching staff between provincial-level divisions, between urban and rural areas and between schools are to narrow markedly, every provincial-level division is to have at least three high-quality general upper secondary schools, and the policy allowing children who move with their families to sit progression examinations where they now live is to be fully implemented.

II. Key Measures

The Hulian's unified teaching standards are to be implemented, and the reform under which teachers are managed and employed at the county level is to be introduced. The central government shall establish a subsidy fund for improving weak links, weighted towards less developed and border provincial-level divisions, and shall build a Hulian digital platform of basic education resources, open free of charge to all primary and secondary schools so that high-quality courses can be shared across provincial-level divisions.

III. Organisation and Implementation

The Hulian education department shall establish a monitoring and evaluation mechanism and publish an annual monitoring report on balanced basic education development. The people's governments of the provincial-level divisions shall include progress on balanced, high-quality development in their annual assessment of government performance, firmly discharge their primary responsibility, and any subject failing to meet the standard for two consecutive years shall be subject to a formal interview.
