Chapter I — General Provisions
This Law is enacted in order to protect and improve the ecological environment, prevent and control pollution and other public hazards, advance ecological civilisation and safeguard public health. Ecological and environmental protection in Hulian follows the principles of prevention first, comprehensive treatment, public participation and liability for damage.
Chapter II — Pollution Prevention and Control
Hulian applies a total-control system to the discharge of key pollutants and is progressively moving to a single-permit approach to pollutant discharge licensing. Enterprises and institutions that discharge pollutants shall obtain a discharge permit in accordance with the law and shall discharge pollutants only in the categories, concentrations and quantities stated in that permit.
Chapter III — Supervision and Legal Liability
The Hulian department responsible for ecological and environmental affairs shall take charge of Hulian ecological and environmental supervision and shall establish cross-provincial inspection bodies in key regions. A party causing ecological or environmental damage shall bear the cost of restoration; where restoration is impossible, it shall compensate for the loss accordingly.
