Chapter I — General Provisions
This Law is enacted in accordance with the Constitution in order to strengthen national defence mobilisation, enhance mobilisation capacity and ensure that mobilisation work proceeds smoothly. National defence mobilisation in Hulian follows the principles of unified leadership, responsibility at each level, civil-military integration and lawful implementation.
Chapter II — Preparation for Mobilisation
Hulian shall establish a system for surveying national defence mobilisation potential, covering manpower, materials, facilities, technology and information, on a regular basis. The provincial-level divisions and the departments concerned shall incorporate mobilisation requirements into national economic and social development plans and territorial spatial plans.
Chapter III — Execution of Mobilisation
When the sovereignty, unity, territorial integrity or security of the state is threatened, the Hulian People’s Assembly shall decide, in accordance with the Constitution and the laws, on general or partial mobilisation. Once a mobilisation order is issued, all state organs, public organisations, enterprises, institutions and citizens shall complete their mobilisation tasks in accordance with the law.
