Huang Shuxian is Chairman of the Xinghua Council and Minister of Finance of Hulian. The Xinghua Council, whose full name is the Xinghua People's Joint Association, is a supervisory commission independent of the Government of Hulian; it works with the Government Efficiency Department and examines the lawfulness, fairness and democratic character of the government's work. Huang Shuxian spent his career in public finance and budgeting, serving successively as Director-General of the Budget Department, Vice-Minister and Minister of Finance, and was appointed Chairman of the Council by its general committee, taking office on 20 September 2025.
