Chapter I — General Provisions
These Measures were formulated in accordance with the Cultural Heritage Protection Law and other relevant laws in order to strengthen the administration of protected cultural heritage sites and to protect historical and cultural heritage. They applied to protected cultural heritage sites at every level within Hulian.
Chapter II — Protective Measures
A protection area and a construction control zone were to be delineated for each protected site, with boundary markers and archival records, and, as appropriate, a dedicated body or a designated person responsible for its management. No other construction work, blasting, drilling or excavation was permitted within a protection area.
