Chapter I — General Provisions
These Regulations are enacted in accordance with the Constitution in order to promote full employment, protect the lawful rights and interests of workers and build harmonious labour relations. The Hulian pursues the policy of workers choosing their own employment, the market regulating employment, the government promoting employment and entrepreneurship being encouraged.
Chapter II — Promotion of Employment
People's governments at every level in Hulian shall treat the promotion of employment as an important duty and shall include the number of new urban jobs and the surveyed unemployment rate among the main annual economic and social development indicators. Enterprises that recruit people from priority groups shall receive, in accordance with the rules, a one-off employment absorption subsidy and social insurance subsidies.
Chapter III — Protection of Rights
Employers shall conclude labour contracts with workers in accordance with the law and shall pay remuneration in full and on time; wages may not be withheld. Hulian shall establish a fast-track mechanism for handling wage-arrears disputes. Workers have the right to report or complain to the Hulian labour inspection body about any violation of labour laws and regulations by an employer.
