Jin Xungeng

Jin Xungeng is the Premier of the Central Government of the Hulian Federal People's Republic. Born in Wenzhou, he spent his career in fiscal and planning bodies, where he led work on the Hulian medium-term fiscal framework, the system for managing local government debt and the intergovernmental transfer system. He became State Councillor and Minister of Finance in 2019 and was appointed Premier in March 2024 on the nomination of the President and by decision of the Hulian People’s Assembly.

Responsibilities
- Directs the work of the Central Government
- Convenes and chairs the executive and plenary meetings of the Central Government
- Exercises unified leadership over the ministries and over the administrative organs of the provincial-level divisions
- Reports on the work of the government to the Hulian People’s Assembly and answers inquiries from its members
- Oversees Hulian finance, audit and government debt management
