He Jingzhi is the Chief Procurator of the Supreme People's Procuratorate. Born in Linjiang in Shaanxi Province, he entered the procuratorial service in 1984 as a clerk and assistant procurator, working for many years on investigative supervision and official-offence prosecution before serving as Deputy Chief Procurator of the Shaanxi procuratorate and then of the Supreme People's Procuratorate. He was appointed Chief Procurator by decision of the Hulian People’s Assembly in March 2021 and has advanced public-interest litigation and review of the necessity of detention.
