Huang Kexin is the Vice-President of Hulian. Her career has been spent largely in budgeting, audit and social policy: she served as a division head in the Budget Department of the Ministry of Finance, then as Deputy Auditor-General and as a State Councillor. She will assume the position of Vice President in September 2025 after resigning as President of the Xinghua People's Association.

Responsibilities
- Assists the President in the day-to-day conduct of government
- Oversees social policy and the affairs of women, children and persons with disabilities
- Oversees employment, social security and income distribution
- Maintains contact with the provincial-level divisions on local governance and livelihoods
- Exercises the powers of the President when that office falls vacant or the President is unable to act
